In connection with the entrustment by the minister responsible for health pursuant to Art. 24a section 4 of the Act of September 8, 2006 on State Emergency Medical Services (Journal of Laws of 2020, item 882), the task of expanding and modifying the SWD PRM is assigned to the administrator of air medical rescue teams, which is a unit supervised by the minister responsible for health National Emergency Monitoring Center Medical Center (KCMRM), operating within the structure of the Air Ambulance Service, undertakes a number of activities related to the expansion and modification of the State Emergency Medical Services Command Support System (SWD PRM).
The development of SWD PRM covers two areas. The first one covers the technical infrastructure based on which SWD PRM operates, along with cooperating subsystems. The second area is changes in the functionalities of the SWD PRM application. Both areas are very important from the point of view of the SWD PRM end user. The work carried out in the area of SWD PRM development is aimed at minimizing the situation in which critical functionalities of SWD PRM will not be available to the end user and at best matching the system functionality to the user’s needs.
The rules for reporting initiatives related to the development of SWD PRM are regulated in the document entitled: “Procedure for reporting new functionalities and modifications of functionalities already implemented in the State Emergency Medical Services Command Support System” – version 3.0.
Based on the description of functionality provided by the Ministry of Health, KCMRM prepares an RFC document which is a modification specification. The draft RFC document created in this way is submitted to KMRM for review by members of the Council for SWD PRM at KCMRM. After obtaining opinions from the members of the Council for SWD, the PRM at the KCMRM submits the draft RFC document for approval by the Ministry of Health. If the draft RFC document is accepted by the Ministry of Health, KCMRM forwards the RFC document together with the initial order to the Contractor for the purpose of estimating the costs and time of RFC implementation. If the valuation of the RFC document provided by the Contractor is accepted, the contractor commissions work implementing a new functionality or modification of the functionality already present in SWD PRM.
Every year, the SWD PRM Development Team prepares modification specifications – RFCs. The number of RFCs implemented in a given year depends on the amount of financial resources in the budget for this purpose and the time needed to implement the change.
