The State Emergency Medical Services Command Support System (SWD PRM)

The SWD PRM is a uniform, nationwide IT system that enables the receipt of emergency calls and incident notifications, dispatching emergency medical teams, recording medical events, displaying the geographic location of the incident site, real-time positioning of emergency medical teams, and supporting the execution of tasks by emergency medical teams and the provincial emergency medical coordinator. The SWD PRM is a key element of the State Emergency Medical Services system. The SWD PRM operates 24/7, year-round, with an SLA of 99.99%.

Currently, the SWD PRM operates in all 1,610 emergency medical teams (EMS), EMS stationing locations, 23 medical dispatch centers (including 226 dispatcher stations), and 16 provincial emergency medical coordinator stations. Every call made to the emergency number 999 and reports submitted by operators of the emergency number 112 are handled by SWD PRM. Furthermore, every EMS response to an incident is supported and handled by SWD PRM.

Each dispatcher station and each emergency medical team, as well as their stationing locations, are equipped with equipment for handling calls and incidents in the PRM Emergency Medical Services (SWD PRM).

The medical dispatcher stations are equipped with a computer and at least two monitors, while the emergency medical teams are equipped with tablets and portable printers, and the stationing locations are equipped with a computer, monitor, and printer.

SWD PRM capabilities

– receiving emergency calls and incident notifications from emergency numbers (112, 999)
– dispatching emergency medical teams (EMT)
– recording medical incidents
– locating individual incidents, EMT locations, and their statuses on a map, which is an integrated module within the system (Universal Map Module).

 

SWD PRM ensures the implementation of tasks by:

Medical dispatchers

Members of emergency medical teams

Provincial coordinators of emergency medical services

Authorized representatives of the Ministry of Health

 

SWD PRM allows you to:

monitor and manage the forces and resources of the State Emergency Medical Services system

manage reports and events

create medical records

to handle emergency situations and, in the event of a failure, to replace individual medical dispatch centers

As part of the development of SWD PRM, the system enables, among others:

Automation of the reporting process to the National Health Fund

Managing the forces and resources of the Polish Medical Air Rescue (LPR) and exchanging information and data with medical dispatch centers and the LPR Operations Center

Integration with the telephone and radio communication system using any technology within the built SWD PRM Integrated Communications Subsystem

Providing an announcement about the EMS team transporting the patient to the destination hospital

The maintenance, operation, and development of the SWD PRM system nationwide is ensured by the Minister of Health, who has entrusted the Polish Medical Air Rescue with system administrator duties.

The first production launch of the SWD PRM system took place on June 22, 2016, at the medical dispatch center in Gorzów Wielkopolski, with two medical dispatcher stations and six emergency medical teams in the Gorzów operational area. Ultimately, on October 31, 2017, the implementation of the SWD PRM system and the consolidation of medical dispatch centers to Model 42 nationwide were completed.

On February 26, 2018, full replacement of medical dispatch centers was implemented, including their replacement in the event of a breakdown and the relocation of emergency and incident handling in the event of a local call waiting queue becoming full.
