Pursuant to Article 24a of the Law of September 8, 2006 on State Emergency Medical Services (Journal of Laws of 2019, item 993, as amended), hereinafter referred to as the “Law on PRM”, the Minister of Health determines the directions of development of the State Emergency Medical Service Command Support System (SWD PRM) and is the entity responsible for the development and modification of the SWD PRM.
The task of expanding and modifying the SWD PRM on the basis of Article 24a (4) of the Law on PRM is entrusted by the minister in charge of health to the dispatcher of air medical rescue teams, which is a unit supervised by the minister in charge of health. On this basis, the National Monitoring Center for Medical Rescue (KCMRM), functioning within the structure of the Air Rescue Team, has become the entity responsible for the expansion and modification of the PRM SWD.
Issues related to the development of the SWD PRM were comprehensively regulated in the Act of May 10, 2018 amending the Act on State Emergency Medical Services and certain other acts (Journal of Laws of 2018, item 1115). This occurred when the tasks related to the maintenance and technical operation of the SWD PRM were transferred from the competence of the minister responsible for public administration to the competence of the minister responsible for health.
According to the Regulation of the Minister of Health of July 3, 2019 on the Command Support System of the National Emergency Medical Service (Journal of Laws of 2019, item 1310), projects undertaken by the Minister of Health in the development of the SWD PRM include, in particular, determining:
- the scope of development of SWD PRM
- functional requirements of SWD PRM
- modifications of SWD PRM
In addition, the minister in charge of health in terms of projects undertaken related to the development of SWD PRM:
- develops and communicates, in the form of guidelines and procedures, among other things, the method of notification of new functionalities of SWD PRM and modifications of functionalities already implemented in SWD PRM,
- reviews and approves documentation produced as part of the expansion and modification of the SWD PRM
The rules for submitting initiatives related to the development of SWD PRM have been regulated in the document entitled: “Procedure for submitting new functionalities and modifications of functionalities already implemented in the Command Support System of State Medical Rescue” – version 4.0. The purpose of the document is to ensure a uniform way of submitting new functionalities and modifications of functionalities already implemented in SWD PRM by system users, which, after acceptance, will be forwarded for implementation by KCMRM. The document applies to all SWD PRM users regardless of their role in the system. The process of submitting initiatives related to the development of SWD PRM from the moment the idea is conceived consists of several stages.
Process for submitting initiatives related to the development of SWD PRM
STAGE 1 – User
1. describes the proposed initiative for the development of the SWD PRM on a special form attached as Appendix 1 to the above procedure
2. verifies that the proposed functionality does not exist in the SWD PRM or is not provided for in version 2.0 of the SWD PRM
3. sends the form to: swdprm@mz.gov.pl
STAGE 2 – Ministry of Health – Part 1
1. performs an analysis of the legitimacy of introducing a new functionality or modifying an existing functionality in the SWD PRM
2. performs a preliminary assessment of the application and, if it is positively verified, forwards it to the NCMRM
STAGE 3 – National Monitoring Center for Emergency Medical Services – Part 1
1. prepares a preliminary analysis of the rationale for modifications, an assessment of the technical feasibility of implementing the proposed changes to the SWD PRM and their impact on the system
2. forwards a preliminary analysis to the Ministry of Health
STAGE 4 – Ministry of Health – Part 2
1. performs a final evaluation of the new functionalities taking into account the preliminary analysis of the KCMRM
2. in case of acceptance, submits to the KCMRM a description of the functionality to be implemented
STAGE 5 – National Monitoring Center for Emergency Medical Services – Part 2
1. based on the functionality description provided by the Ministry of Health, prepare an RFC document
2. forwards the draft RFC document to the members of the SWD PRM Council of the KCMRM for their opinion
3. after receiving feedback from the members of the Council for SWD PRM at the KCMRM, forwards the draft RFC document to the Ministry of Health for approval
STAGE 6 – Ministry of Health – Part 3
1. revises the draft RFC document
STAGE 7 – National Monitoring Center for Emergency Medical Services – part 3
1. if the draft RFC document is approved by the Ministry of Health, the KCMRM shall forward the RFC document along with the preliminary order to the Contractor for cost estimation
and time of implementation of the RFC
2. in the case of acceptance of the quote for the RFC document submitted by the Contractor, orders the execution of works implementing the new functionality or modifying the functionality already present in the SWD PRM
3. implements tests of new functionality or modification of functionality already present in SWD PRM
4. implements new functionality or modification of functionality already present in SWD PRM into test, training and production environments
